Security agents searching for the 110 abducted Dapchi schoolgirls got a clue yesterday.
A member of the House of Representatives said the girls were still within Yobe State.
Rep Goni Bukar, representing Bursari/Yunusari/Gaidam Federal Constituency, told The Nation in Damaturu, the state capital, that the girls are in Bulabulin, Yunusari Local Government.
“The girls are within Yobe. We have an idea that they are in Bulabulin, Yunusari Local Government. The military is aware that Boko Haram has been in that place for over four years. They live in that place like their own city,” Bukar said.
Speaking on the efforts of the military in the search for the girls, Bukar said: “I cannot blame the military because I am speaking with those that are carrying out the operation. We have been speaking and they are telling me everything that they are doing; so, I cannot say I will blame anybody in  the military. They are doing everything but I think they need to improve in their search so as to rescue those girls.
“This issue is beyond the military that we have in Yobe … It is not the issue of sending 10 policemen or 20 soldiers.  It is a matter of commitment.  That is what we need. If they like, let them give me the uniform and I will wear it and go and show them the place. Even the day of the incident, the chairman, member, House of Assembly and I went to Gumsa because we had information that three of the girls died along the way and they were thrown away but it was wrong information.”
The Defence Headquarters could not be reached for comment last night.
The Forum of parents of the missing girls is planning to stage a grand occupation of Damaturu , the Yobe State capital, to press the government to intensify efforts in rescuing their daughters, but are being financially constrained.
Manzo said: “We are going ahead with our plan to come to Damaturu despite our financial difficulties. We need to mobilise people to carry out our plan to visit Damaturu. But so far, all the monies we have gathered as a group is going into the prayers that we are organizing for the safe return of our daughters.”
There have been prayers for the release of the 110 abducted pupils.

Senate President Bukola Saraki and House of Representatives Speaker Yakubu Dogara yesterday said the “extensive” consultation with Nigerians before the alteration of some sections of the 1999 Constitution made it mandatory for President Muhammadu Buhari to endorse the amendments.
Saraki and Dogara spoke while receiving the report of the voting pattern by State Houses of Assembly on the Constitution amendment.
Dogara specifically said that President Buhari may have no choice but to assent to the constitution amendments because they were what Nigerians wanted.
Conference of Speakers of State Houses of Assembly Chairman Abdulmumini Kamba, who presented volumes of the report to Saraki and Dogara, noted that most State Assemblies were not happy that the Bill on devolution of power failed to sail through at the two chambers of the National Assembly.
Kamba, who is also Kebbi State House of Assembly speaker, pleaded with the National Assembly to reconsider its stand on devolution of power in the interest of the country.
Dogara said: “I have always said that governments all over the world lay claim to being democratic. There is no government out there that can truly be democratic if it does not have a fiercely independent legislature. That has been the major challenge in Nigeria. With the courage I have seen demonstrated in State Assemblies, it is an indication of the promise that awaits us.
“I was hoping that with the calibre of people seated here, we would have delivered on autonomy of local governments. This is an exercise that is ongoing. Maybe in the next exercise, our State Assemblies, which will be independent, will extend the same freedom to local governments. We stand with them, if autonomy of local government is delivered, we will only be deepening democracy.

“I do not think that it will be right at this level, after passing through these processes, for these bills to be returned without passing them into law.
“The President is a popular person and the masses who are with him who have been massively consulted have said this is what we want. What we have done reflects the wishes of the people. The President must do the wishes of the people who put him in that office.”
Saraki added that when the National Assembly promised to conclude work on the amendment of the Constitution, they were not sure.
He said: “When we made this promise at the beginning of the 8th Senate, we were not sure. We have achieved a lot. There are other areas like the devolution of powers. We have set up a joint committee from the Senate and the House of Representatives to work on areas of differences. In the next few days, we will get back to work.

The value of capital imported into Nigeria for the full year ended December 31, 2017 stood at $12.2 billion, a report from the National Bureau of Statistics (NBS) released yesterday said. The figure represents massive improvement from $5.38 billion recorded in the previous year.
It also said that capital importation for the fourth quarter of last year rose by 29.9 percent to $5.32 billion, as economic activity improved after the first recession in over 25 years.
Capital imports were over $4 billion in the third quarter, the first such quarterly rise since 2015. The rise was driven by portfolio and other investments, the NBS said. Portfolio investment accounted for the largest amount of capital imported in the fourth quarter of 2017, driven by strong growth in money market instruments, the statistics office said.

The data on capital importation was obtained from the Central Bank of Nigeria (CBN) and compiled using information on banking transactions gathered through Electronic Financial Analysis and Surveillance System (e-FASS) software, which enables automatic reporting of all banking transactions to CBN.  “The growth in capital Importation in 2017 was mainly driven by an increase in portfolio investment, which went up by $5.51 billion from the previous year to reach $7.32 billion in 2017, and accounting for 60 per cent of capital imported. During the reference quarter total capital imported when compared to the previous quarter increased by $1.23 billion,” the report said.
The NBS report said capital importation was divided into three main investment types: Foreign Direct Investment (FDI), Portfolio Investment and Other Investments, each comprising various sub-categories. Portfolio Investment, which recorded $3.47 billion in fourth quarter of 2017, remained the largest component of capital imported and contributed 64.6 per cent of the total amount. It increased significantly year on year, recording a rise of 1,123.5 per cent  or $3.1 billion (from $284.2 million to $3.47 billion), expanding faster than the two other components of capital importation.
Foreign Direct Investment recorded $378.4 million in quarter four, which is a year on year increase of 9.8 per cent.
It said that in fourth quarter of 2017, Foreign Direct Investment hit $378.4 million for the first time since fourth quarter of 2015 when it reported $123.2 million. This figure in fourth quarter 2017 was a substantial increase of 221.8 per cent when compared to the third quarter, and a 9.8 per cent increase compared to fourth quarter of 2017. The growth in FDI was mainly driven by equity investments, which contributed 99.8 per cent, while other capital investment contributed 0.2 per cent.
Banking was the second leading sector to attract the highest amount of capital inflow, attracting $543.4 million or 10.1 per cent of total capital, an increase of 5.8 per cent from the previous quarter.

Next to Banking was Production, which had 5.9 per cent to total capital investment. Capital Importation to Servicing dropped from $586.97 million in the previous quarter to $216.45 million in the fourth quarter, while $99.4 million flowed to Fishing sector. The outlawed Indigenous People of Biafra (IPOB) has asked the Court of Appeal to upturn its proscription and declaration as a terrorist organisation.
Justice Adamu Kafarati of the Federal High Court on September 22, 2017, made the order while ruling on an ex parte application by Attorney-General of the Federation (AGF) and Minister of Justice, Abubakar Malami (SAN).
On January 18,  Justice Kafarati rejected a motion by IPOB, seeking among others, the reversal of the order.
In an appeal filed yesterday by its lawyer Ifeanyi Ejiofor, IPOB urged the Court of Appeal to set aside the entire decision by the Federal High Court, including the order proscribing it and declaring  it a terrorist group.
The group, in the appeal in which it raised five grounds, argued that the mandatory statutory condition requiring the President’s approval, under Section 2 (1) (C) of the Terrorism (Prevention) (Amendment) Act, 2013, was not met.
It also argued that the memo purportedly giving an approval to the AGF’s request for the proscription of IPOB was signed by the Chief of Staff to the President, Mr. Abba Kyari, instead of President Muhammadu Buhari himself as stipulated by law.
IPOB argued that “the trial judge erred in law, when he ruled that the mandatory statutory condition requiring president’s  approval, under Section 2 (1) (C) of the Terrorism (Prevention) (Amendment) Act, 2013, was satisfied, on the authority of the Memo of the Honourable Attorney General of the Federation to the President dated September 15, 2017, thereby occasioning a miscarriage of justice.”

It stated that: “A cursory look at the Memo of the Attorney General of the Federation dated 15th day of September 2017, addressed to President Muhammadu Buhari, being relied upon or referred to by the learned trial judge, as constituting the mandatory President’s approval granted  before an application Exparte for the proscription of the appellant’s activities and its designation as terrorist organisation,   was made to the court,  shows  that it is a mere memo from the Attorney General of the Federation to the President requesting for the said President’s approval, prescribed under Section 2 (1)(C) of the Terrorism Prevention (Amendment) Act, 2013, and not the mandatory President’s approval envisaged under the Act.

No fewer than 144 Nigerians, which included four pregnant women, were on Thursday repatriated from Libya with the assistance of the International Organisation for Migration (IOM) and the European Union (EU).
The News Agency of Nigeria (NAN) reports that the returnees arrived at the Cargo Wing of the Murtala Muhammed International Airport, Lagos at 10.30 pm.
They returned aboard a chartered Airbus 320 with registration number LZ-MDI operated by VIA Airways.
The returnees comprised 54 adult females — four of whom were pregnant — and seven female children as well as 79 adult males and four male children.
The South West Zonal Coordinator of the National Emergency Management Agency (NEMA), Alhaji Suleiman Yakubu, received the returnees on behalf of Federal Government.
Also on hand to receive them were officials of the Nigerian Immigration Service (NIS) , the National Agency for the Prohibition of Trafficking in Persons (NAPTIP) , Federal Airports Authority of Nigeria (FAAN) and the Police.
The returnees were each given £100 to settle down in Nigeria, while some state governments assisted them with transport back home.
Telecommunications company, Airtel, in collaboration with the Office of the Senior Special Assistant to the President on Diaspora and Foreign Affairs, also gave the returnees free mobile phone handsets and SIM cards to facilitate their reintegration.
In 2017, 6,806 Nigerians were brought back from Libya with the efforts of the IOM and EU.
The Nigerians had been stranded in the volatile North African country enroute Europe, with many being subjected to abuse. (NAN)
